Jeffrey Nachmanoff takes a combustible setup—a Muslim-American ex–military man infiltrates a terrorist network and may or may not go rogue—and does little to develop the main character (Don Cheadle). The focus is all on 24-style suspense—a film that properly integrated this mysterious spy’s motives would be much more interesting.
